Luxembourg’s Development Cooperation is strongly committed to eradicating poverty, particularly in Least Developed Countries (LDC). Actions are designed and implemented in the spirit of sustainable development including its social, economic and environmental aspects – with women, children and men at their core. Luxembourg’s Development Cooperation aims primarily to contribute to implementing the Millennium Development Goals (MDGs) by 2015.

Since the year 2000, Luxembourg has been contributing more than 0.7% of their Gross National Income (GNI) to Official Development Assistance (ODA). In 2013, Luxembourg’s ODA reached 323 Million EUR representing 1% of GNI. This ODA is channelled through bilateral cooperation, multilateral cooperation, and cooperation through Non Governmental Organisations (NGOs), as well as through programme support. Besides, whenever natural or man-made disasters occur, Luxembourg strongly supports rapid humanitarian assistance. In parallel, Luxembourg’s Development Cooperation is actively involved in discussions on new quality standards of international development aid.

Luxembourg adopted the Paris Declaration on Aid Effectiveness, the Accra Agenda for Action (AAA), is a member of the Busan partnership and is committed to the European Code of Conduct on Complementarity and Division of Labour. In Myanmar, a first bilateral programme implemented by LuxDevelopment has started, focusing on skills development in the tourism and hospitality sector in cooperation with the Ministry of Hotels and Tourism.

The project seeks to deliver a plan for developing human resources in the tourism sector. At the same time, it aims to strengthen and re-orient the capacity of both the Ministry of Hotels and Tourism and the private sector. The aim is to align them with the needs of the job market and meet the expectations of visitors in terms of service quality.

A second bilateral programme in the area of rural development is currently being formulated, and expected to start by the end of 2016. This project, implemented by Lux-Development, will address the livelihoods, including education and sources of income, among remote communities in Eastern Shan State.

Luxembourg is a contributor to the livelihoods and food security trust fund (LIFT), and has also been supporting different humanitarian interventions in Myanmar over the last few years, for instance through WFP.

Contacts have been established between the Myanmar Banking Association and ATTF, a Luxembourg NGO, which uses its strong expertise for the provision of training in the finance and banking sector. ADA, a Luxembourg-based micro-finance NGO, is also exploring possibilities for capacity development in this sector. Luxembourg is considering support to the democratisation process through a capacity development project to be implemented by IDEA Myanmar.
